Message from the President
The 2009 Tallinn conference on September 10 - 12 was the 21st annual conference of EALE. The conference was a great success both intellectually and socially, as well as being extremely well organised. I would like to thank again all those involved with making it so. In particular the conference local organisers, Raul Eamets, Liina Kulu, the EALE secretariat and the programme chair Wiemer Salverda. They all put an enormous effort into making the conference an unforgettable experience for all who attended. For some impressions of this conference, click here.
We heard a number of interesting talks during this conference. We were privileged to hear the key-note lecture presented by Pierre Cahuc on Family Values and the Regulation of Labor and the 'Adam Smith' lecture by Marianne Bertrand entitled Work, Family and Women’s Well-Being. In addition to these talks, we heard many other papers across a broad range of labour market topics, at a consistently high standard.
The Young Labour Economist prize was awarded to Juanna Joensen for her paper Timing and Incentives: Impacts of Student Aid on Academic Achievement, which she presented at the conference.
During the conference, we welcomed three new members of the executive committee: Åsa Rosén, Simon Gächter and Ian Walker. We owe a particular debt of gratitude to our leaving members Adriana Kugler and Regina Riphahn. They both served the maximum term of 6 years as a committee member.
Next year we will hold our 3rd joint world conference together with SOLE in London. The event will take place during 17-19 June. The conference will have a different programme structure from earlier conferences. Besides parallel sessions, invited and poster sessions will also be organized. The submission site is already open for receiving your paper for this conference. The submission deadline is January 31, 2010.

Before the foundation of UCL in 1826, the benefits of a university education in England were available only to men and only to those who were members of the Church of England. UCL, the first university established in England after Oxford and Cambridge, was founded to provide academic opportunities to non-Anglicans and placed no restrictions on race, class or religion of its students. In 1878, it also became the first British university to admit women on equal terms to men. Its academic programme was also innovative in its recognition of new disciplines, including many of the social sciences.
The Chair of Political Economy at UCL was created in 1827 in memory of David Ricardo, establishing the first Department of Economics in England. The modern department has an outstanding international reputation in key areas of current research including applied theory, microeconometrics, game theory, labour economics, development economics, macroeconomics, industrial economics and environmental economics.
London has been associated with many pioneers in economics and statistics. Many of these have associations with University College, either as students or teachers there.

Instructions paper submission
The electronic submission form is now open for your paper contribution and will close after the deadline of January 31st, 2010 at 23:59 Central European time. The link below will lead you automatically through the electronic process of the paper submission. To each paper an abstract must be added. Both your abstract and complete paper can be submitted during the electronic submission process. Please complete all the required fields and enclose your complete paper as one pdf file (no tables, figures, etc. as separate files). You will receive a confirmation e-mail message after your submission has been completed. If you are not receiving this message or you receive an empty message then please contact us at eale@maastrichtuniversity.nlSOLE members may submit their papers, by going to the JOLE manuscript submission page at http://www.editorialmanager.com/jole/ and selecting “SOLE 2010” from the “article type” menu. Submissions will be closed on January 31, 2010.
You can either submit through SOLE or EALE but note that no more than one submission by the same author will be considered.
Acceptance decisions will be communicated by the 1st of March 2010. The conference registration site will be open from the 1st of March, 2010 as well. The accepted papers will be made available for downloading from the conference site. Your paper revisions can be uploaded anytime and should be sent to the EALE secretariat before May 1, 2010.
Special conference issue Labour Economics
Authors of an accepted paper for this conference will be invited shortly after the conference to submit their accepted and presented paper again for publication in the annual Conference Volume of the journal Labour Economics. This issue will be edited by David Jaeger.EALE Young Economist Award
The EALE grants an award of € 500 for an outstanding paper selected by a Scientific Committee, to researchers who have completed their Ph.D. fewer than 3 years before the end of June 2010. Only single-authored papers are eligible for the award. EALE membership and subscription Labour Economics 2010
As from January 2010, the membership will be reduced to 45 Euro. As EALE member you will have online access to Labour Economics via Science Direct. Each member will be provided with a personal access code. This will enable you to access the electronic versions of all volumes of Labour Economics and articles in press. Moreover, the Science Direct website offers tools for searching and browsing articles and for setting up alerts. In addition to the online subscription each member will receive a hard copy of the special conference issue.

Labour EconomicsReport of the Editor-in- Chief June 2009
The following pages report the statistics on the submission and reviewing process for the period December 15 2003 – June 30th 2009. Over this period we received 1403 submissions: 227 in 2004, 206 in 2005, 239 in 2006, 279 in 2007 and 292 in 2008. Out of the 96% that have received at least a first decision, our average response time is 3.0 months. The acceptance rate remains at about 15%.
The impact factor of Labour Economics has gone up from 0.59 in 2006 to 0.67 in 2007 and 0.9 in 2008.

13th IZA European Summer School in Labor Economics

The IZA European Summer School in Labor Economics was created in 1998, as an annual event taking place at the conference center of Deutsche Post World Net at the Ammersee Lake (near Munich) in Bavaria, Germany. The Summer School is supported by the Centre for Economic Policy Research (CEPR), the European Economic Association (EEA), the European Association of Labour Economists (EALE), and the European Society for Population Economics (ESPE).
The objective of the Summer School is to bring together a large number of PhD students and senior lecturers to study new areas in labor economics. Students have the opportunity to present their work and discuss ideas with established researchers in a relaxed and open atmosphere.
The School is open to advanced graduate students from European universities, or Europeans studying abroad, engaged in the preparation of a doctoral dissertation or approaching that stage. Around 35 students will be selected, based on their preparation to participate in advanced study on the subject.

CALL FOR PAPERS
ESPE 2010
The Twenty Fourth Annual Conference of the ESPE will take place on June 9-12, 2010, at Congress Center South Essen, Germany. Essen will be Cultural Capital of Europe 2010. The aim of the Conference is to facilitate the exchange of research ideas and results across a range of fields, including the economics of the household, labour economics, public economics, demography, and health economics. Examples of research topics are: human capital investment, gender issues, intrahousehold distribution, aging and social security, taxation, population and economic growth, domestic and international migration, income distribution and redistribution within and between generations, technological change and the environment.
Rudolf Winter-Ebmer (University of Linz, Austria) will serve as the program chair and Christoph M. Schmidt and Thomas K. Bauer as the local organizers. The keynote speakers at ESPE2010 will be Alan Manning (London School of Economics) and Maristella Botticini (Torino and Boston University). The presidential address will be given by Tim Hatton (Australian National University and University of Essex).
The conference will provide the opportunity to present papers. Papers and abstracts should be submitted electronically using the on-line submission form. ESPE2010 will also have poster sessions.
Submissions for presentation should include an abstract and, when possible, the paper itself in pdf format (one single file, including tables and figures). Preference will be given to submissions that include a completed paper. Submissions for posters should include an abstract and if possible a paper. Please indicate on the electronic submission form whether you wish to present a paper or a poster.
The submission deadline is February 1, 2010. Acceptance decisions will be communicated until March 27, 2010. We particularly encourage graduate students to apply. Waivers of the conference registration fee will be provided for 15 graduate students. It is necessary that students apply for the waiver in the on-line submission and that his/her supervisor confirms the student status. The aim of the conference is to provide a better understanding of the economic implications of health at work, bringing together the contributions of different disciplines: economics, sociology, occupational health and epidemiology. Cross-cutting and/or cross-country contributions are particularly welcome. The following list of themes is meant as a non-limiting indication of options for paper submissions.
- The relationship between health and working conditions at the workplace
- The economic costs borne by the worker and the firm from adverse work-related health conditions
- The role of work-environment health and safety practices in relation to the productivity of the firm
- The overall impact of work-related health on a set of relevant outcomes for individual workers and their firms (such as injury rates, absenteeism due to health reasons and quits
