Message from the
President
The 2008 Amsterdam conference on September
18-20 was the 20th annual conference of EALE. Once again the
conference was a great success, both intellectually and
socially, as well as being extremely well organised. I would
very much like to thank again all those involved with making it
so. In particular the conference local organisers, Henriëtte
Maassen van den Brink, Wiemer Salverda, Angelique Lieberton,
Sebastiene Postma, the EALE secretariat and the programme chair
Oddbjørn Raaum. They all put an enormous effort into making the
conference an unforgettable experience for all who attended. For

During the conference there were a number
of interesting talks. We were privileged to hear the key-note
lecture presented by Gerard van den Berg on ‘Policy
Discontinuity and Duration Outcomes’ and the 'Adam Smith'
lecture by Kathryn Shaw entitled ‘Insider Econometrics: a
Roadmap with Stops Along the Way’. We were also delighted to
hear the first Presidential Address of EALE, given by the
leaving President Alison Booth on the topic ‘Gender and
Competition’. In addition to these talks we heard many other
papers across a broad range of labour market topics, and at a
consistently high standard.
The prize for the best article in EALE’s
journal Labour Economics over the previous two-year period was
awarded to Scott Carrell for his paper ‘The National Internal
Labor Market Encounters the Local Labor Market: Effects on
Employee Retention’. This paper appeared in Labour Economics,
Volume 14, Issue 5, October 2007, Pages 774-787.
The Young Labour Economist prize was
awarded to Martin Halla for his paper ‘The Effect of Joint
Custody on Marriage and Divorce’, which he presented at the
conference.
This was Alison Booth’s last conference as
President and my first. I am extremely pleased and honoured to
be the new President. During the conference, we also welcomed
three new members of the executive committee: Maia Guell, Kjell
Salvanes and Thomas Dohmen. Thomas Dohmen is the new EALE
secretary.
We owe a particular debt of gratitude to
our leaving members: Andrea Ichino, Oddbjørn Raaum and Erling
Barth. We are also grateful for the contribution of the leaving
President Alison Booth and the leaving Secretary Hans Heijke.
Alison Booth served 3 years as President. Hans Heijke has been
the EALE secretary for 15 years. They both received an honorary
EALE membership to express our gratitude for their enthusiasm
and committed support for the smooth running of the association.
Next year’s conference will take place in
Tallinn 10-12 September, 2009. In 2010, we will hold our 3rd
joint world conference together with SOLE in London. The event
will take place during 16-18 June.
I very much look forward to seeing you in
Tallinn.

The EALE Conference 2009 will be
hosted by the Olümpia Conference Centre, on
September 10th-12th, 2009. The event will bring together all those with
an interest in the field of labour economics. The annual conference
provides a meeting point where members and top researchers are presenting
and discussing their ongoing research.

Tallinn School of
Economics and Business Administration, Tallinn University of Technology
and the Eesti
Bank/Bank of Estonia.
The Faculty of Economics and Business
Administration, University of Tartu The economic and business education was provided in Tartu
University (established in 1632) already since 17-th century, but Faculty of
Economics and Business Administration (FEBA) was established in 1938.
Currently more than 1400 students are studying full or part time in FEBA
including 65 doctoral students. The size of full-time academic staff is 56
persons. The faculty has made serious efforts to integrate into
international research arena. Most important research topics include
innovation studies, organisational culture and labour economics. Among the
most recent publications of FEBA are collective monograph „Estonia, the New
EU Economy. Building Baltic Miracle ?“ published by Ashgate in 2006 and
„Labour Market Flexibility, Flexicurity and Employment. Lessons of the
Baltic States“ by Nova Science 2007.
Tallinn School of Economics and Business
Administration, Tallinn University of Technology
Tallinn School of Economics and Business
Administration (TSEBA) of Tallinn University of Technology (TUT) has been
providing business education for more than 65 years. It was established in
1940 when the Faculty of Economics was transferred from the University of
Tartu to Tallinn University of Technology (at that time Tallinn
Polytechnical Institute). Today TSEBA with its approximately 2000 students
is the second largest faculty of the university. TUT is also the Estonia’s
largest business school teaching in three languages – Estonian, Russian and
English. The teaching staff of 103 includes 40 PhD-s. The School is running
one of largest international programmes in Estonia (BBA and MBA).
Eesti Bank/Bank of
Estonia.
Eesti Pank is the central bank of the Republic of
Estonia and a constitutional institution analysing and running the Estonian
monetary system, i.e. the monetary policy of Estonia. The aim of monetary
policy is to ensure a low and stable price rise and the best conditions for
economic growth. The central bank is also responsible for the security and
stability of the financial system. It has the sole right to issue the
Estonian currency and bears responsibility for currency circulation along
with maintaining the stability of the national currency.

Instructions paper submission The electronic submission form is now open for your
paper contribution and will close after the deadline of March 1, 2009
at 23:59 Central European time.
The link below will lead you automatically through the electronic process of
the paper submission. To each paper an abstract must be added. Both your
abstract and complete paper can be submitted during the electronic
submission process. The abstracts of the accepted papers will be published
in a Book of Abstracts. Please complete all the required fields and enclose
your complete paper as one pdf file (no tables, figures, etc. as separate
files).
EALE will not consider more than two papers by an individual,
either as submitting author or co-author. You will receive a confirmation e-mail message after your
registration has been completed. If you are not receiving this message or
you receive an empty message then please contact us at

Acceptance decisions will be communicated by the end
of April, 2009. The registration site will be open from May 1, 2009. The
accepted papers will be made available for downloading from the conference
site. Your paper revisions can be uploaded anytime and should be sent to the
EALE secretariat before 15 August 2009.
Special conference issue
Labour Economics Papers accepted for presentation can be submitted for publication in the annual Conference Volume of the journal
Labour
Economics. Further information
concerning submission rules and deadline regarding this procedure of a
‘Special Issue submission’, will be provided in the letter of acceptance.
EALE Young Economist Award
The EALE grants an award of € 300 for an outstanding paper selected by a
Scientific Committee, to researchers who have completed their Ph.D. fewer
than 3 years before the end of September 2009. Only single-authored papers are eligible for the award. If you
meet the eligibility conditions and wish to be considered for the award,
please tick the corresponding box on the submission form.

Labour EconomicsReport September 2008 of the Editor in Chief
The following pages report statistics on the submission and reviewing
process for the period December 15, 2003 – June 30, 2008 (c.a. 4.5 years
during which I have been Editor in Chief). We received 1099 submissions
of which 1083 were assigned to an editor. Of the 1083 assigned
submissions, 93% received at least a first reply. Of the 1004
submissions receiving a first decision, 30% were immediately rejected,
50% were rejected after a review (average time to decision: 4.5 months),
10% were offered the possibility to revise and resubmit and are
currently in the hands of authors (average time to decision: 4.6 months)
while 10% were accepted after revision (average time to decision: 13.2
months). Only for 15% of the papers receiving a first reply this
happened after more than 5 months. The impact factor
of Labour Economics has gone up in 2007 with respect to 2006 from 0.59 to 0.67.

CALL FOR PAPERS
The Twenty Third Annual Conference of the ESPE will take place
on June 11-13, 2009, at Hotel Meliá Sevilla, Seville, SPAIN. The aim of the Conference is to facilitate
the exchange of research ideas and results across a range of
fields, including the economics of the household, labour
economics, public economics, demography, and health economics.
Examples of research topics are: human capital investment,
gender issues, intrahousehold distribution, aging and social
security, taxation, population and economic growth, domestic and
international migration, income distribution and redistribution
within and between generations, technological change and the
environment.
Tim Hatton (Australian
National University, Australia) will serve as the program chair
and Alfredo Ariza and José Ignacio García (University
Pablo de Olavide, Spain) as the local organizers. The keynote
speakers at ESPE2009 will be Bruno Frey (University of
Zurich, Switzerland) and Barbara Petrongolo (London
School of Economics, UK). The presidential address will be given
by Jan van Ours (University of Tilburg, The Netherlands
The conference will
provide the opportunity to present papers. Papers and abstracts
should be submitted electronically using the on-line submission
form that we will link at the conference web page
http://www.upo.es/econ/espe2009. ESPE2009 will also have
poster sessions.
Submissions for
presentation should include an abstract and, when possible, the
paper itself in pdf format (one single file, including tables
and figures). Preference will be given to submissions that
include a completed paper. Submissions for posters should
include an abstract and if possible a paper. Please indicate on
the electronic submission form whether you wish to present a
paper or a poster
The submission deadline is
February 1, 2009. Acceptance decisions will be
communicated in March. We particularly encourage graduate
students to apply. Waivers of the conference registration fee
will be provided for 10 graduate students. It is necessary that
students apply for the waiver in the on-line submission and that
his/her supervisor confirms the student status. ESPE wants
actively to increase participation from East European countries.
Presenters from these countries who are within ten years of
having completed their PhD can apply for a 50% reduction in the
registration fee. Information on conference location,

10 Years of the Euro: Adjustment in
Capital and Labour Markets
7-8 of May 2009

The Economic
Policies Research Unit of the University of Minho (NIPE)
– Portugal - is organising a two-day conference, on the
7th and 8th of May 2009, on the topic "10 Years of the
Euro: Adjustment in Capital and Labour Markets".
Developments in
capital markets, namely, current account imbalances and
financial integration, and labour markets rigidities
have been among the most noticed difficulties some
countries have been facing after adopting the Euro.
To discuss these
issues, and the lessons that emerge from the analysis of
the first 10 years of Economic and Monetary Union, we
encourage you to participate in the conference by
submitting a paper.
Paper submissions

topics in econometrics and empirical modelling that are likely
to be most useful to applied researchers. The main theoretical
ideas are illustrated with empirical examples, mostly coming
from the recent literature on policy evaluation to which
